The Task Force on the Review of Civil Service Pay Policy
and System (The Task Force) has noted with some concern recent
reports in the press that it will be making recommendations
relating to matters such as absorbing the Model Scale One
Pay Scale into the Master Pay Scale, simplifying the Master
Pay Scale into six tiers of pay ranges and introducing vouchers
to reward outstanding staff, etc. The Task Force would like
to clarify that the points quoted above have not been considered.
The Task Force has now completed its consultation exercise.
It is now analysing the feedback and drafting the final report.
The Task Force will report to the three advisory bodies (
Standing Commission on Civil Service Salaries and Conditions
of Service, Standing Committee on Disciplined Services Salaries
and Conditions of Service and Standing Committee on Directorate
Salaries and Conditions of Service ) which appointed it to
enable them to submit their recommendations to the Administration
around mid-September 2002.
