A Comprehensive Review of the Pay Policy and System for the Civil Service

  1. The Standing Commission on Civil Service Salaries and Conditions of Service (SC), the Standing Committee on Disciplined Services Salaries and Conditions of Service (SCDS) and the Standing Committee on Directorate Salaries and Conditions of Service (Directorate Committee) have accepted the invitation by the Administration to conduct a comprehensive review of the pay policy and system for the civil service.

  2. At a joint meeting of the three advisory bodies held on 4 January 2002, it was decided that a Task Force should be formed to conduct the review. The Task Force will look into ways and means of accomplishing the task and the option of engaging professional help if necessary. Areas to be looked into will include the latest developments in civil service pay administration in other Governments, their pros and cons, and best practices that may be of particular relevance to Hong Kong.

  3. The Task Force, to be chaired by Mr. Yeung Ka-sing, will make public its preliminary findings before a report is finalized. The advisory bodies will report the results of the analytical study to the Administration in the middle of 2002.

  4. Based on the findings of the analytical study and taking account of the ensuing discussions with the concerned parties, the advisory bodies will make recommendations to the Administration in the second half of 2002 on the scope and methodology of the comprehensive review on civil service pay policy and system to be conducted in phase two.

  5. All those interested in the comprehensive review are welcome to express their views to the Task Force at any stage of the exercise.
