  Meeting of Task Force to Review Civil Service Pay Policy and System

1. A Task Force with members drawn from three advisory bodies on civil service salaries and conditions of service (see note) met for the first time today to look into ways and means of conducting the review on the civil service pay policy and system.

2. Headed by Mr Yeung Ka-sing, Chairman of the Standing Commission and also a member of the Standing Commission on Directorate Salaries and Conditions of Service, the rest of the Task Force membership is as follows

a. The Hon Bernard Chan
Legislative Councillor and Chairman of the SCDS

b. Professor Chan Yuk-shee
Vice-president for Academic Affairs, Hong Kong University of Science and Technology and a member of the SCDS/SC

c. Mr Nicky Lo Kar-chun
Managing Director of Laser Computer Ltd. and a member of the SCDS/SC

d. The Hon Tam Yiu-chung, GBS, JP
Legislative Councillor and a member of the SC

e. Mr Nicholas Chiu Sai-chuen, JP
Director of Fullfair Hong Kong Ltd. and a member of the SCDS

f. Professor Anthony Cheung Bing-leung, BBS, JP
Professor of Public and Social Administration at the City University of Hong Kong and a member of the SCDS/SC

g. Mr Nicholas Brooke, BBS, JP
A Consultant to Insignia Brooke, an international real estate services provider and a member of the SC

h. The Hon Howard Young, JP
Legislative Councillor and a member of the SC

i. Mr Mak Ping-on
The immediate Past President of the Hong Kong Institute of Human Resource Management and a member of the SC.

3. The Task Force has decided that it will need professional consultants input in researching the latest developments in civil service pay administration in other Governments, analyse their pros and cons, and identify best practices that may be of particular relevance to Hong Kong.

4. The Task Force will report its findings to the advisory bodies. The results of its analytical study will be forwarded to the Administration in the middle of 2002.
